The minister in the statement named other the India nationals as Mrs Sumati, Mr Krishna Lokesh, Mr Santhil, Mr Vasantha, Mr Seebu, Mr Vishwanath, Mr Vishwanth Ramya and Mr Rajeshwari.
Krishna Bhakta Pokharel, one of the lawmakers, who passed the bill, said: "this was a criminal act, but we didn't have any laws that deemed it illegal. "Now that we have passed the law, we can punish those involved in it."
According to Hindu mythology, the ancient city of Dwarka was once home to Lord Krishna. It is recorded to have been a majestic city that eventually sank into the sea.
Soyinka added that most forms of worship - from the Hare Krishna to Hinduism and lesser-known religions - sought transcendental experience through the medium of dance.
